Understanding ASP Status

ASP SUSPENDED

When ASP is suspended, you do NOT need to move your car for street cleaning. This typically occurs on:

  • • Federal holidays (New Year's, July 4th, etc.)
  • • Religious observances (Passover, Rosh Hashanah, etc.)
  • • State holidays (Lincoln's Birthday)
  • • Snow emergencies (declared by NYC)

ASP IN EFFECT

When ASP is in effect, you MUST move your car during posted street cleaning hours or risk a ticket:

  • • $65 fine for ASP violation
  • • Additional penalties if unpaid after 30 days
  • • Check signs for your specific times
  • • You can stay in your car (the 90-second rule)

Important: Meters vs. ASP

ASP suspension does NOT suspend parking meters. Even when ASP is suspended, you still need to pay meters unless:

  • • It's a legal holiday when meters are also suspended (check specific holiday rules)
  • • The meter itself indicates it's not in effect
  • • You're in a meter-free zone

What time does ASP start in NYC?

ASP times vary significantly by location. Common times include 8:00 AM - 11:00 AM and 11:30 AM - 2:00 PM in Manhattan, and 9:00 AM - 10:30 AM in outer boroughs. Always check the signs on your specific street as times can differ even between adjacent blocks.

Do I still need to pay meters when ASP is suspended?

Yes! ASP suspension only means you don't need to move for street cleaning. Parking meters remain in effect unless it's a legal holiday when meters are also suspended. This is one of the most common misconceptions about ASP—always check meter regulations separately.

How do I know if ASP is suspended for a snow emergency?

Snow emergency ASP suspensions are announced by NYC Emergency Management, typically via NotifyNYC. However, during snow emergencies, special snow route parking rules may apply that are more restrictive than regular ASP. Learn about snow emergency parking rules.

Can I stay in my car during ASP hours?

Yes! This is known as the "90-second rule." You can sit in your car during ASP hours. If a traffic enforcement agent approaches to write a ticket, you have approximately 90 seconds to move your vehicle. Many NYC drivers use this strategy to avoid moving their cars to a different spot.

What happens if I get an ASP ticket when it was suspended?

If you receive an ASP ticket on a day when parking was officially suspended, you should contest it. Take photos of any evidence (signs, your car's location) and file a dispute through NYC's Finance Department website or app. Keep any ParkPing alerts showing the suspension as supporting evidence.
